I would get a Quaker. They're neat birds, can make great companions and are great talkers.

Check sites like DiscountParrotSupplies.com, which offer new and used bird cages. You can find a new flight cage (about 25"x30") for about $120-$150, although I’m not sure how big your dove is. An aviary might be more appropriate, but that would cost more than $100 for sure (unless you found a good used one). Keep in mind that you’ll be looking for something that is wider than it is tall, because doves don’t flight straight up and down, so a tall cage won’t afford any flying opportunity.

Are you getting this dove from a breeder? Hopefully your breeder will be able to give you recommendations on cage size/dimensions.

A cockatiel is a great beginner bird(for someone who does not have experience with larger more demanding parrots. Since you do not have parrot experience(and I am not putting you down or anything like that, just trying to give you info) Quakers and Ringnecks can be very demanding, hard to tame birds. I have a quaker parrot, and she is a single person bird(and it not even me she loves). She took to my grandmother and hates everyone else. Ring necks and Meyers can be the same way.

Cockatiel are great birds and often overlooked for the bigger, talkative parrots. My cockatiel is a great bird, she is quiet, and not as messy as my quaker and conure. Birds thrive on love and attention, so IMO all birds need basically the same amount of play time and attention.

No. A birdcage veil can be placed so that it doesn't cover your eyes. But there isn't enough material to flip back in the first place.

there are more then likely plastic insert that the wheels snap into. they are more then likely wore out. try going online and ordering new inserts.

Some cockatiels are mean but we had one that never bit. We names it Zekie but after 11 years it started laying eggs so now we know it's a female. She died at age like 20 and we miss her :*(
